Labour vows to get tough with letting agents


The Labour Party has pledge to crackdown on bad practices in the letting sector if it comes into power at the next election.
Its leader Ed Miliband claimed he will take action against “rip-off” agents after a study carried out by the party revealed the high fees charged by some firms, the Independent reports.
In an analysis of 91 agencies, Labour found the average tenant pays a total of £902 in up-front costs, which includes deposits and charges for reference checks and admin work. The figure stood at £1,700 for people renting in London.
Three-quarters of the agents covered by the study were found to be not transparent about the fees they charge, while only half were willing to provide information on this via email.
This is not the first time the Labour Party has vowed to make reforms in the letting sector. In June, shadow work and pensions secretary Liam Byrne told the BBC it could force agents and landlords to lower rents if it comes into power in a bid to reduce the amount spent on housing benefits.
Furthermore, the party released a report into the UK housing market in May that called for the regulation of letting agents.
Shadow housing minister Jack Dromey told the Independent: “Labour has called for effective regulation of letting agents, to force them to be transparent on their fees, and we’re assessing the size and level of fees that can be charged. Tenants need proper protection against being ripped off.”
However, a figure within the private rental sector has warned of the dangers of judging the industry as a whole based on the actions of a rogue minority.
Alan Ward, Residential Landlords Association chairman, said it was “unfair” of Labour to include the cost of deposits in its research as these charges are usually paid back.
He added that while he supports the introduction of regulation to tackle bad practices, the agencies he deals with only charge modest fees and provide a useful service for tenants.ADNFCR-1064-ID-801627251-ADNFCR

Rental returns in Northwest England outstrip central London


Data from the Association of Residential Letting Agents (ARLA) shows that houses in North West England are currently delivering the highest rental returns in England*.
Conversely, rental returns on houses in central London have been falling for the past six months. Returns have fallen from 4% to 3.5% over this time period, while levels in the North West have stayed relatively steady at 6% or above. Outside of England, houses in Scotland, Wales and Northern Ireland have also recorded broadly rising return values.
One reason for this difference in rental return rates could be the variation in capital values around the country. ARLA has found that the value of the average rental house in London stands at £1,251,000 compared to just £173,000 in the Midlands. Rented houses in Scotland, Wales and Northern Ireland have an average capital value of £197,000.
Rental figures for flats followed a broadly similar geographical pattern, with central London properties offering an average return of 4.1%, compared with returns of 5.2% and 5.8% in the North East and North West respectively.
The survey also showed the average void period – the time that a rental property remains vacant between tenants – remained steady at three weeks across the UK.
Ian Potter, Managing Director of ARLA, said:
“Our data clearly shows that landlords around the UK must choose their rental property wisely to ensure they receive the returns they expect. I would always recommend using an experienced ARLA agent when letting a property as they will be able to give the most up-to-date insight into the local rental market.
“It may be that rental returns in a particular area come as a surprise to those not directly involved in the local market. As void periods have stabilised, landlords may have an easier job of forecasting returns once an indicative figure has been received. However, some untenanted time should always be factored in to any landlord’s investment calculations.”

“Activity in the housing market has picked up further,” the Bank of England reports...


We recently read the Bank of England's Agents' summary of business conditions for August 2013 and thought that some of you may be very interested in it so here it is for you:

Housing market
Housing market activity had risen further in recent months, both in terms of enquiries and transactions.
In the new-build market, improving conditions were partly ascribed to the effects of the new Help to Buy scheme (applying to England only) and to a continued easing of mortgage availability, though some contacts reported stringent conditions on higher loan to value loans.
The Help to Buy scheme was also said to be boosting demand in the market for existing homes, by raising expectations of future house prices.
Buy-to-let investors had remained highly active. On the supply side, a shortage of properties for sale was said by estate agents to be restraining transaction volumes and to be putting upwards pressure on house prices.

Business conditions summary
  • Annual growth in the value of consumer spending had remained moderate. There were signs of increasing consumer confidence, though disposable incomes had remained tight.
  • Activity in the housing market had picked up further in recent months.
  • Investment intentions had continued to point to only modest growth in capital spending.
  • Growth in manufacturing output had been unchanged for the domestic market, though it had increased a little for exports.
  • Sentiment in business services had improved further, alongside continued growth in turnover.
  • Construction output had strengthened, as house building had increased over recent months.
  • Corporate credit availability had continued to improve gradually.
  • Employment intentions pointed to a slight increase in staffing over the coming six months.
  • Capacity utilisation had remained slightly below normal both in manufacturing and services, though the margin of spare capacity in services had narrowed a little.
  • The annual rate of growth in labour costs per employee had been little changed.
  • Annual growth in materials costs had remained subdued and moderate inflation in imported finished goods prices had continued.
  • Inflation in manufacturers' output prices had edged lower and had remained very subdued for business services prices.
  • The rate of consumer price inflation had been unchanged.

17% of UK homes still don’t have the internet


A recent survey has shown that 17% of UK homes still don’t have the internet. For most of us it’s pretty tough to imagine life without the internet but millions of people in Britain say they simply don’t need it. Four million houses in the UK are still not connected to the internet, according to Office of National Statistics. Most of those people living without a home internet connection – 59% – say they don’t need to be online. 20% of people said they didn’t know how to get connected and 10% said they couldn’t afford the costs. But mobile browsing continues to grow.
 It’s easy to assume that everyone has the internet these days but there are some areas, even around Huddersfield, which are more remote and have either no internet at all or very slow connections. At Applegate Lettings, we remind prospective tenants that this is something they should check before moving into a property as it is not the landlords responsibility to provide things such as a TV, internet or aerials, nor is it their obligation to check that these items will work efficiently in that property.
